Instructions to run

A binary is provided (Shmingo-HAL, formats are bin,hex,elf)

Download STM32CubeProgrammer point to the binary file Program via SWD (on Nucleo devices, you can just plug into USB and connect via onboard USB to SWD adapter)

You can also use an external ST-Link to program with the dedicated SWD pins
